Hiring a contractor that doesn't meet these minimum requirements may easily cost you thousands of dollars in damages, legal actions and more, without any recourse at all! If there is a difference in price, it is probably because the contractor is using high pressure cleaning methods or playing chemist and making their own chemicals to do the job.
